Monroe County ICE Detention
ICE lists Monroe County Jail as an immigration detention facility. The county's own corrections materials also include ICE detainee information and PREA materials that apply to both local inmates and ICE detainees. This is civil immigration detention in a county jail setting. It is not a separate private immigration jail with a separate local address in the research file.
Monroe County's 2025 annual-report material says the sheriff's office continued partnerships with ICE and the U.S. Marshals Service, transported ICE and U.S. Marshal detainees to federal courts as needed, and completed federal inspections with zero deficiencies. Those facts show why a person can be physically held in Monroe County while the core legal case is not a Monroe County criminal case.
Monroe County ICE Lookup
The correct online search tool for immigration detention is ICE Online Detainee Locator System. ICE ODLS searches by A-number and country of birth, or by biographical information. The Monroe County Zuercher roster may help when a person also has local jail custody or a held-for-agency entry, but the county roster is not the official ICE detainee locator. Use the ICE Detroit Field Office detainee information phone when ODLS does not resolve the question.
- Search ICE ODLS first with the A-number and country of birth if the A-number is known.
- If no A-number is available, search ODLS by biographical information and enter names with care.
- Call ICE detainee information at 313-771-6601 when the online result is unclear or the detainee may have moved.
- Check Monroe County Zuercher only for local jail charges, hold reasons, or a held-for-agency clue tied to the jail record.
| System | Use It For | Limits |
|---|---|---|
| ICE ODLS | Official immigration detainee location search | Requires exact identifying data and may not show all recent movement immediately. |
| ICE phone | Detainee information through Detroit Field Office | Best fallback when ODLS is unclear. |
| Zuercher Portal | County jail roster and held-for-agency fields | Not the official immigration case system. |
| MiCOURT | Michigan local court charges | Does not decide immigration custody. |
Monroe County ICE Facility Source
The ICE Monroe County Jail facility page is the federal source for detainee information routing.
That ICE page should be read with the county corrections pages because local visit, mail, phone, and PREA procedures still run through the jail setting.
Monroe County ICE Contact
ICE detainee questions use the ICE phone first. Facility logistics use the Monroe County jail or Dormitory line, depending on the issue. The research identifies the ICE detention footprint at the East Dunbar location, which is also the county Dormitory building. For records from the sheriff's office, use the county FOIA route. For immigration case filings, use the immigration court or federal immigration process, not the county criminal court alone.

Monroe County ICE Visits
ICE detainees held in Monroe County are still in a county jail environment for local facility procedures. Monroe County's visitation page says all inmate visits are conducted through video visitation, on-site or off-site, through IC Solutions. Contact visitation is not the normal route unless jail leadership authorizes it. Confirm with ICE and Monroe County before scheduling if the detainee has moved, entered federal court transport, or has a restriction.
| Visit Type | Schedule | Rule |
|---|---|---|
| Off-site video | 7 days a week, 8:00 a.m.-9:00 p.m. | $7 for 30 minutes, scheduled through IC Solutions. |
| On-site video | 7 days a week, 8:00 a.m.-9:00 p.m. | Public kiosks at the East Dunbar Dormitory lobby. |
| Scheduling | 48 hours before up to 2 weeks ahead | Movement, counts, and custody status can affect availability. |
ICE Detainee Mail and Phone
Mail for a person housed at the East Dunbar jail site should use the facility's published Dormitory format unless ICE or Monroe County gives a different instruction for that detainee. The county mail and phone page says attorney and court mail is opened in the inmate or detainee's presence and checked for contraband. Other mail is checked before delivery and may be rejected for prohibited items.

ICE Holds and Monroe County
ICE custody is civil immigration custody. It is not the same as a Monroe County criminal charge. A person can be booked into Monroe County jail on a local case and later have an ICE hold, or may be held for ICE without a local criminal prosecution. The roster field "Held For Agency" is important because it can point to the agency responsible for continued custody. Still, the immigration custody decision comes from ICE, not from the Zuercher roster row.
Federal custody can also involve the U.S. Marshals Service. The annual report notes Monroe County's USMS partnership and transport of ICE and U.S. Marshal detainees to federal courts. If the person is in BOP custody, search the BOP locator. If the person is in immigration detention, search ODLS and call ICE. If the person has a Michigan state criminal case, use MiCOURT for court dates and filed charges.

Monroe County ICE Records
Monroe County's PREA page states a zero-tolerance policy for sexual misconduct and applies the reporting framework to local inmates, ICE detainees, employees, contractors, and volunteers. The PREA reporting phone listed in the research is 734-240-8008. ICE detainee reporting materials are linked from the county ICE page. For sheriff records, the county FOIA procedure requires a written request that describes the record well enough for the county to locate it.
Use separate records paths for separate legal systems. Sheriff FOIA can address local jail or sheriff records. Immigration custody and removal records follow federal immigration channels. Michigan court records follow MiCOURT or the court clerk. Mixing those systems is the most common reason a detainee search fails.
Note: Verify ICE custody by ODLS or the ICE phone before relying on a county roster or travel plan.
